ILOILO – The Task Force Power Barge 103, the body mandated to oversee the progress of various oil spill responses here, clarified to Kuan Yu Global Technologies Inc. that their job is way far from over.
“Let me remind you that your job is not yet complete,” Commodore Athelo Ybañez of Philippine Coast Guard Region 6 pointed out in reaction to the presentation of Valentino Menpin, the contractor’s spokesperson.
Menpin’s report claimed that Kuan Yu has complied with the task force’s clean up guidelines – cleaned and recovered 80 percent (of the area affected) and left 20 percent for natural recovery.
“You only finished 90 percent of the 80 percent. You still have to clean one segment in Brgy. Botongon (ground zero) in Estancia and another one in Brgy. Alinsulong in Batad,” Ybañez refuted.
Ybañez said the two remaining areas will only be declared “clean” by the task force once Kuan Yu removed the oiled debris and mobile oil visible in the sites to date.
Menpin, in response, vowed to attend to it immediately by arranging the date for final inspection.
Since November 23, 2013, when Kuan Yu started the shoreline clean-up, a total of 1,116,532 liters of bunker fuel have been removed from 14 affected villages in Estancia, Batad and Ajuy.
The contractor also reported that they managed to remove 16,907 sacks of oiled debris.
The damaged PB 103 contained approximately 1,386,100 liters of bunker fuel before the spillage on November 8, 2014 right after Super Typhoon Yolanda (Haiyan).
Meanwhile, Governor Arthur Defensor Sr. announced that he is considering the proposal of UPV Chancellor Dr. Rommel Espinosa to hold a rapid oil spill assessment and monitoring program.
The long-term program will find out the extent of the oil spill’s damage and the disaster’s effect to everybody, including the environment.
The governor also reacted to Menpin’s press interview regarding the damage suit which the provincial government is presently building against the contractor and spiller –Power Sector Assets and Liabilities Management Corp.
“Huwag kang magalala, idedemanda ko kayo. Huwag kayong magmadali. Ikaw ba ang nagsabi sa dyaryo na binubusisi kayo kasi di kayo namimigay ng pera sa sa officials of government? Bakit may humihingi sa inyo?” he stressed.
The governor was referring to an article published in Panay News on May 17, 2014 that states “according to Menpin, the provincial government treats them this way because we do not adopt bribery [to avoid criticism]”.
“Akala ninyo sa mga tao dito mabibili nyo? Malaking insulto ang sinabi ninyo sa amin. I want to tell you na wala pang tao ang nakabili ng gobernador ng probinsya ng Iloilo,” the apparently annoyed Defensor told Menpin.
But the latter refused to respond or comment. He only said he was misquoted and asked the press to leave him. #2014News
