Addressing housing needs LGU’s prime responsibility : Binay

BACOLOD CITY, March 27 (PNA) –Vice President Jejomar Binay on Wednesday pointed out the local government units are responsible for the housing needs of Filipinos and not the national government.

Binay made this clarification in a press conference after the awarding ceremony for housing and urban development in Silay City, Negros Occidental.

“Baka akala ninyo ang may primary responsibility sa shelter, national government. You look at the law, ito iyong batas sa housing, makikita mo doon ang primary responsibility sa housing, local governments (if you think the national government has the primary responsibility in providing shelter, look at the law. It’s the local governments)” Binay said.

Binay said responding to the mandate of the housing law remained a challenge for most of the local government units.

Binay, also the chairman of the Housing and Urban Development Coordinating Council (HUDDC), however,assured the national government will just be there to extend assistance.

In Negros Occidental, Binay inked a memorandum of agreement (MOA) providing the cities of Cadiz and Bacolod the access to Localized Community Mortgage Program (LCMP) of Social Housing Finance Corp.(SHFC).

Binay said LCMP has been there for decades but it was only now that it was given life by the national government for it have appropriated substantial fund for its operation.

Aside from the MOA signing on LCMP, Binay also turned-over the checks of SHFC to LGU of Silay City under LCMP.

He also recognized the local government units (LGUs) of Negros Occidental which accomplished their Comprehensive Land Use Plan (CLUP) in time.

He also led the distribution of certificates of lot allocation (CeLA) to four homeowners associations (HOA) and transfer certificate of titles to seven beneficiaries of Talabaan Urban Poor Association Inc.

He also signed the MOA between Pag-iBig Fund and LGU of Manapla for a Housing Project for LGU Employees under the Group Housing Loan Program. (PNA)
