BACOLOD CITY, March 3 (PNA) — The executive committee of the Regional Development Council (RDC) is eyeing the viability of P64-billion budget for national government agencies and state universities and colleges (SUCs) in Western Visayas come 2014.
Of the proposed annual budget, P60 billion will be earmarked for 22 Regional Line Agencies (RLAs) while the rest will go to the 11 SUCs, including the Northern Negros State College of Science and Technology in Sagay City, Negros Occidental.
Bulk of budget requests are for the Department of Education (P27 billion), according to the National Economic and Development Authority (NEDA) Region 6.
The proposed budget will hopefully address, among others, the shortage of classrooms and other needed facilities to improve the state education in the region, NEDA-6 said.
The Department of Public Works and Highways (DPWH) is proposing for P9 billion, while the Department of Social Welfare and Development needs P6 billion.
Other RLAs in the region are proposing for the following budget: *Department of Health Center for Health Development — P5 billion; *National Irrigation Administration — P4 billion;*Department of Agriculture — P2 billion;*Civil Aviation Authority of the Philippines — P960 million; *Department of Agrarian Reform — P803 million; *Department of Environment and Natural Resources — P791 million; *Technical Education and Skills Development Authority — P269 million;*Department of Interior and Local Government — P186 million; *Parole and Probation Administration — P172 million; *Bureau of Jail Management and Penology — P156 million;*Department of Science and Technology — P146 million;*Bureau of Fisheries and Aquatic Resources — P142 million; *Land Transportation Office — P140 million; *Department of Labor and Employment — P133 million;*Environment and Management Bureau — P82 million; *Department of Trade and Industry – P72-million; *Mines and Geosciences Bureau — P42 million; *Department of Tourism — P15 million; and *Overseas Workers Welfare Administration — P10 million.
One the other hand, budget proposals of SUCs include those of:*West Visayas State University — P1.2 billion; *Capiz State University — P595 million; *West Visayas College of Science and Technology — P589 million; *Aklan State University — P398 million; *Northern Iloilo Polytechnic State College — P333 million;*Iloilo State College of Fisheries — P230 million; *Central Philippines State University — P216 million; *University of Antique — P206 million; *Carlos Hilado Memorial State College — P207 million; *Northern Negros State College of Science and Technology — P99 million; and *Guimaras State College — P95 million.
NEDA-6 said budget proposals will fuel the expansion of existing projects and programs of the RLAs and SUCs as well as the infrastructure projects under their jurisdictions.
The budget proposals are also tailored fit to the objectives of regional development plan of NEDA-6 that aims to ensure inclusive growth among Filipinos in the region.
RDC-6 Executive Committee Chairman and Capiz Governor Victor Tanco has favorably endorsed the budget proposals recently and these are all set for confirmation by the RDC-6 Full Council this coming April 5. (PNA)
